Ray Kelly, Top Cop in NYC, splains Dinkins, Guiliani, broken windows and policing

Kelly says that Dinkins wasn’t so bad and handed Guiliani a chance to be a hero.

This is a review about his book.

The peak of the violence for NYC was 1990, and Dinkins was out in 94 but improved chances for controlling the violence were initiated by Dinkins. Kelly says he shouldn’t be judged too harshly.
