It is not possible to reduce the atmosphere’s aggregate total greenhouse effect by as much as 10% without finding a way to make a measurable reduction in the average molecular H2O content of the planet’s atmosphere.
Finding a way to reduce atmospheric CO2 to none, zero, zilch, nada, obama, nothing, would not provide a 10% reduction in atmospheric greenhouse effect. But if it was done, it would extinguish all of the carbon-based organisms who currently are living on the planet.
