This is a big shock–profligate spending and generous patronage and pensions for public employees and no free lunch?
Let’s raise them taxes and do some phony shuffling.
Maybe even project better returns on pension funds?
The whole pension thing is a symptom of union and government collusion to the detriment of the citizens. Electoral politics rewards the interested–and unions are interested.

Lies, lies. I went to a boarding high school with a lot of boys from Chicago–supposedly the city that worked. I do believe it worked for the benefit of public employees and the insiders, but did it work? Now it isn’t. Hello, Detroit, Philly, Cleveland, St. Louis, all those union towns, democrat towns.
