The idea of putting together insurance programs like COOPs is a chance for a scam. Any ambitious managed care program is a great example of the fatal conceit, but may also be a chance to get to the trough for fast talking confidence men–another gov opportunity for corruption.
You will smell a rat when you realize that big insurance companies have to work hard to create the right underwriting and risk indemnification–no place for amateurs.
This is a story about the COOPs, a bad idea–but an opportunity for scam artists, just like solar and other green projects.
